Requirements Manager

Position Summary
The Requirements Lead is responsible for eliciting, documenting, and managing detailed requirements for all AI, automation, and analytics initiatives. This role bridges the gap between technical teams and business stakeholders, ensuring solutions meet mission needs through effective stakeholder engagement, requirements traceability, and change management.
Key Responsibilities
• Conduct stakeholder interviews, workshops, and documentation reviews to elicit detailed requirements
• Document requirements as user stories with acceptance criteria or functional requirements documents
• Create and maintain a PWS Compliance Matrix mapping all contract tasks to implementation plans
• Develop and maintain product backlogs in collaboration with the Project Manager
• Facilitate requirements validation sessions with stakeholders throughout development
• Manage change control processes including impact assessment and prioritization
• Develop comprehensive Training and Change Management Plans for user adoption
• Create user-friendly training materials including quick reference guides, video tutorials, and FAQs
• Conduct live training sessions and hands-on workshops for various user groups
• Identify and coach change champions within Government to support adoption efforts
• Gather user feedback through surveys, Q&A sessions, and pilot user groups
• Support knowledge transfer activities and documentation updates
Required Qualifications
• Education: Bachelor's degree in Business Administration, Information Systems, or related field
• Experience: 8+ years of experience in business analysis and requirements management, preferably in federal IT environments
• Certifications:
- Certified Business Analysis Professional (CBAP) or equivalent (strongly preferred)
- Agile certification (CSM, CSPO, or equivalent) preferred
• Skills:
- Expert stakeholder engagement and facilitation skills
- Proficiency in Agile requirements management practices
- Strong written and verbal communication skills
- Experience with requirements management tools (Jira, Azure DevOps, Confluence)
- Knowledge of change management methodologies
- Ability to translate technical concepts for non-technical audiences
Preferred Qualifications
• Prior experience in Government
• Experience supporting AI/ML and automation initiative requirements
• Knowledge of data governance and data quality requirements
